當時政府為取得人臉識別大數據,於每個街口設置攝影機和閃光燈,每台車輛通過皆會觸發閃光燈。

“平安城市”計劃,是中國視頻監控行業發展的主要推力,而公安是實現平安建設的主要部門。在公安部2004年啟動的「科技強警示範城市建設」和2005年啟動的「3111 試點工程」中,都以建設視頻監控系統為核心目標。

中國平安城市是由公安部牽頭,為了維護社會安定和諧而建設的特大型綜合性信息化管理系統,主要通過與技防系統、物防系統、人防系統相互配合相互作用來滿足社會治安、刑偵破案和災難防控等實際需求。 中國平安城市的主要組成部分是視頻監控系統,利用市區級數據交換平台實現資源共享。系統中,硬件部分主要包括前端采集的攝像頭、中端傳輸網絡產品路由器和交換機、服務器、後端的DVR/NVR及顯示屏;軟件部分主要包括操作系統、數據庫、智能分析系統和各種管理平台系統等。 “平安城市“現階段的基本任務是建設一套以視頻監控系統為主體的城市警務綜合管理系統,以科技武裝警務工作,充分調動政府各行政部門、城管、社區聯防的力量,創建黨委領導、政府組織、公安管理、警民聯動、全社會齊抓共管的社會治安綜合管理的新局面,為進一步構建城市綜合預警系統和應急指揮體系奠定基礎。

Safe City Project

In an effort to build a vast facial recognition database, the government installed surveillance cameras and flash devices at every street intersection. Each passing vehicle triggered an intense flash—an automated act of observation repeated endlessly across the cityscape.

This video captures the rhythmic bursts of light and the fleeting expressions they expose: startled eyes, unguarded faces, moments suspended under the mechanical gaze of an invisible system. The work explores the tension between visibility and control, presence and surveillance, in a rapidly evolving urban environment.



The "Safe City Project" initiative is a key driving force in the development of China’s video surveillance industry, with public security departments serving as the core institutions responsible for its implementation. As part of efforts to strengthen policing through technology, the Ministry of Public Security launched the "Technology-Enhanced Policing Demonstration Cities" program in 2004, followed by the "3111 Pilot Project" in 2005—both of which placed the construction of video surveillance systems at the center of their objectives.

Led by the Ministry of Public Security, the Safe City project is a large-scale, integrated information management system designed to safeguard public safety, maintain social stability, and promote harmonious urban development. It achieves this through the coordinated operation of technical defenses, physical infrastructure, and human oversight, thereby addressing critical needs such as crime prevention, investigation, and disaster response.

The core of the Safe City system is its extensive video surveillance network, built on urban-level data exchange platforms to ensure efficient resource sharing and coordinated command. The hardware components include front-end cameras, mid-tier network infrastructure (routers and switches), servers, as well as back-end systems such as DVRs/NVRs and display terminals. On the software side, it encompasses operating systems, databases, intelligent analytics, and various management platforms.

At this stage, the primary task of the Safe City initiative is to establish a comprehensive urban policing management system with video surveillance at its core. By equipping law enforcement with advanced technology and mobilizing the resources of administrative departments, urban management, and community patrols, the initiative fosters a collaborative model led by Party committees, organized by government, managed by public security, and supported by citizens. This integrated approach lays a solid foundation for the future development of urban early-warning systems and emergency response mechanisms, contributing to the long-term goal of building a safer, smarter, and more harmonious society.
